They look like a good old pair. The tube would traditionally often be hollow to contain material from the Koran for protective purposes, but it could also be "solid", filled with amber to preserve the shape. The silver gilding is in good shape. Two pendants like these were often worn as amulets, pectoral style or further down the body, with one on each side (left and right). Often interconnected with a chain. Uzbeki, for sure.
