this is definetely not a collar.
This is a crescent shaped fibula from south tunisia or North west Libya (Tripolitania), It only lacks the pin common to other fibulas.
toya have recently posted a beautiful old photograph a woman wearing this particular fibula, that you could find here (focus on both shoulders)

weight is normal, the parisian "quai branly" museum of tribal arts has on that weighs 192gram.
The oen you posted seems to be a big example of its kind.
There is no collar of that type (rigid) in Tunisia
