Me thinks this is rather a european fibula a revival of the late napoleonic era to be used as hat adornment or classical brooch on a vest.
Here often there are tons of this delicate refined fibulas often jeweled with the most unexpected precious or semi precious materials!!
Another possibility is a north african work (algerian tunisia) from the colonial time, made for export to Europe or to be had by passing tourists.
One consensus is that these does not belong to the local berber fibulas worn as capes fastening
Thank you for the comment Alaa. I also find this very refined. The diamond with the N and G in it does look like a French maker's mark to me but I don't recognize the others.
