To ingrid: yes and no... Women's caps (often felt) can be called 'fes' (and have many other local names too). But (as far as I know) the expression 'Turkish fez' refers to the characteristic men's headgear of the late-Ottoman era, when the urban middle- and high class adopted Western clothing, and kept this specific Ottoman headgear as bond with the Ottoman past and culture.
