I think this is Iraqi. See the shape in the middle is similar to that of the straw houses of Marsh people in Iraq. They are known for the niello work that came out in the 30s to 40s and their work often depicts their life with sailboats and river scenery. Very nice piece!
I have seen very similar work signed "Iran" from the same period, so it is possible that this type of niello work with filigree was produced in the two neighboring countries, possibly yours was made by the same Marsh people who live in Iraq and the border of Iran. Here is a picture of the reed houses of the Marsh people. Very fascinating sub culture in Iraq that is unfortunately disappearing.
