Identification, please?

A viewer on "Ethnic Jewellery and Adornment", Truus's and my page on Facebook, would very much like to see this piece identified. I have a very strong sense that there are some people here who can tell me exactly what this is - I think I have a rough notion, but not a precise one, and I wish to make as sure as I can. I have also asked people on the FB page to offer their wisdom, but I think there might be more people who are close to it here than there! Thanks in advance for help!
