The tassel is from Morocco and looks like things I have seen there .

an indication of size is very important -whether bracelet or short or long necklace size will affect any ID.
such beads could be amber, modelled resin, moulded plastic or even horn.
There seem to be holes in the sides of some of the large oblate beads? ("oblate" = the rather squashed round shape) The longer tapering beads of turned form (Baluster beads) are the usual shape for single use at the tassel end of islamic prayer beads, but then the strand would have a number of beads divisible by 3...
The fancy tassel itself is a typical trimming component and would have been bought separately. In Europe these were handmade in small industries and sold for all sorts of decorative uses particularly for furnishing trimmings- "Passementerie".
Many buddhist prayer beads were finished with both ends of the string going through a bead with a T-shaped hole. then finishing with a knot and tassell.
