Dear Peter: A gorgeous head decoration piece. I am not certain but the main disc may also have some writing but I am not certain as it is not written in clear letters like the ones you mentioned. I have hasty idea of it is but I am hesitant to claim it.
For sure it is a museum piece and very valuable one too. Thanks a lot for sharing the picture..Very enjoyable to examine.
I think that ; the central disc has writings that say:
'La Ilah'- No God
'Illa'- Except
'Llah' - Allah
It was in scripted with a decorative way that fits the round disc

Dear Ingrid; The lady would definitely have worn a head cover. Hence, it was attached for sure to some sort of a hat or head cover. With kind regards. Peter
