Hi Sarah, they are fingernail guards, I think. Kathleen has a few really elegant ones on her website. Hers are chinese, these look more kuchi or bedouin

Stylistically they also look like they are from the Horn of Africa, the Sudan or Rashaida or very Bedouin.
