Buckle from Azerbaijan

Buckle ("Togga"). Silver and enamel (end of 19th c.). From Azerbaijan. This buckle, which the evidence of several websites establishes as definitely Azarbaijani, to me equally definitely establishes that a very Russian-type of enamel ware was produced in that country. A Russian art historian on Facebook told me quite some time ago that the Caucasus did produce such enamel ware (which looks very Russian), and that pieces of this type found in e.g. Uzbekistan were exported from the Caucasus to such countries. This explains to me why such Russian-looking pieces are found not only in the Caucasus, but also e.g. Uzbekistan.
