Tunisian in my opinion. The birds should be doves, symbolizing love.

If I'm not mistaken, doves and fish are very common motifs in Tunisian jewelry. The ancient meaning was love and numerous offspring respectively.

The form resembles a Tunisian bracelet I have. The form is common to bracelets from Tunisia, Libya and Egypt.

I have a couple of Tunisian crescent fibula, one with fish and one with bird motif. I have also seen, however, lots of fish and bird motif jewelry in Moroccan jewelry.
