I think it is the center of a headdress,just as you mentioned. I have seen ottoman pieces like this.
Here is one I found on ebay, not as fine as this but serves the same purpose, there are several examples on the net.

What a wonderful piece!. I agree that it may very well be what they told you in Syria. There are also some examples of this sort of headpieces in J. Kalter's "Arts and Crafts of Syria". I cannot remember though if there is any with such a wonderful filigree works. Congratulations.
