I believe that the shape is actually up-side-down. If you turn it the other way, it looks more like a flower basket, which is a common motif in Chinese art. It also has the accompanying flowers.

Thanks for the input Hillary. I have been wondering if it has been uses as a single ornament or as a part of something more elaborate. Turning it around, as you suggest, makes more sense for the motif, and would, considering the three holes, mean it probably has been assembled with other ornaments.
